I posted a helpful article regarding EBSS Payments yesterday that I think you will both find helpful.
If you are on a older style legacy meter (essentially this means not a smart meter) then vouchers for October are still being sent out.

Hi,
I'm still waiting to have a smart meter fitted - long story!
I submit my meter readings each month via the app and pay monthly by direct debit.
The app informed me several days ago that the government subsidy had been added to my account but it hasn't.
