Whenever I topup either from my savings or bank account I notice that a small amount is deducted when the top-up is applied what are those charges for?

Usually this will happen if there is an existing debt balance on the meter - so if you've gone into or over your emergency credit, or if you have used friendly credit over an evening or weekend period.
