I'm sorry to hear that your IHD has not been connecting to your meters. Usually we would attempt to re-bind the IHD before doing anything else. If we do send out a new IHD, we would ask for the old IHD to be sent back to us. If the old IHD is not sent back, or is sent to us and found to have no faults with it, then a charge would apply for the new one that has been sent out.
However, from the description you have given it sounds like there may be an underlying issue here, and as this is quite account specific we would need to look into the account. If you send me a direct message then I can look into this further for you.
