I'm tried redeeming my EBSS voucher for March but haven't had a response from Utilita. Who else can I contact?

Utilita has said because I dont have a smart meter ( I do have) . I have to redeem EBSS by voucher. I've applied twice with no joy. I lost out on February's payment the same way.
